Can I instantly cycle my new shrimp tank this way?

I have a 15 gallon shrimp tank established for over a year. In the tank there are two sponge filters which have been running for over a year. I bought the Fluval Ebi and was wondering if I took one of the sponge filters from the 15 gallon and moved it to the new tank, would that pretty much cycle the tank? How soon could I put shrimp in the new Fluval?
